With the Recast receiving formal approval from the Council of Ministers, the Directive will become law once it is published in the Official Journal of the European Communities. The clock then starts ticking and Member States will then have 18 months to transpose into their national legislation. The Department for Business, Innovation and Skills (BIS) is expected to introduce new legislation in 2013, potentially to come into force on 1.1.14, to incorporate the new requirements which include a significant increase in collection targets.
